Since last summer, The Shoppes at Westlake Village has gained an Italian osteria, a pizza counter and a toast bar, and a Texas menswear house has an opening date coming up. It has lost a café that served the center for seven years, a cookie shop and an apparel chain. Nearly every one of those changes happened inside an existing storefront on Russell Ranch Road. Target still holds 30740, and most of the long-running restaurants are still on the dining roster. From the parking lot, the center looks the same. From the inside, a meaningful share of what you can buy and eat there is different from a year and a half ago.
The Address Where It Started
The first change came in the same building that will see the next one. Prince St. Pizza opened at 30768 Russell Ranch Road on July 10, 2025, according to the Conejo Valley Guide. The space had previously been 101 BBQ Hut and Hook Burger.
H&H Bagels is now listed for 30768 Russell Ranch Road, Suite B. As of mid-October 2026, both the center's dining page and H&H's own location page show it as "Coming Soon," and neither gives an opening date. The Conejo Valley Guide posted the H&H announcement on October 5. Once it opens, a single address will hold a pizza counter and a bagel shop, and neither was there two summers ago.
Where the Turnover Happened
The center's food tenants account for most of the change. Some arrivals stuck. The shorter experiments did not.
Novo Cafe opened at The Shoppes in June 2019. It closed on June 29, 2026, and its original Burbank/Toluca Lake location stayed open, as the Conejo Valley Guide reported. That gave Novo a seven-year run in Westlake Village.
The bakery that briefly operated inside Novo had a much shorter one. The center announced that Boule de Pain would run a bakery and breakfast service at Novo Cafe starting February 1, 2026. By June 2026 the Conejo Valley Guide had updated its notice to say Boule de Pain was no longer there. It lasted about four months.
The Conejo Valley Guide reported Crumbl Cookies' closure on August 22, 2026. No exact last day was published. Crumbl was still on the center's tenant roster in a June 2025 trade report, so a 2025 directory is already out of date.
What Moved Into the Food Spaces
The biggest addition is a dinner restaurant in a space that had held one before. Osteria La Buca took over the former 101 North Eatery space at 30770 Russell Ranch Road. Dinner service began Monday, April 27, 2026, with reservations through OpenTable, and lunch followed on Wednesday, April 29. According to the Conejo Valley Guide's announcement, the restaurant's other locations are in the Melrose district and Sherman Oaks. It serves handmade pastas and uses ingredients from its own private farm in West LA and from nearby farmers markets. The center's dining page now lists it as open.
Toastique covers the daytime side. It sits at 30760 Russell Ranch Road, Suite B, and the center promoted a grand opening on Saturday, April 11, 2026. Toastique's own location page and the center's dining roster both show it operating.
So within one month in spring 2026, the center gained a breakfast-and-lunch counter and a reservation-driven Italian dining room, both in storefronts that were already built out.
The Retail Handoffs
The pattern carries over to the shops, and the clearest case is one of the most personal handoffs a shopping center sees.
Carrier Menswear, a longtime local men's clothing boutique, announced in August 2026 that it would close because its owner was retiring. What Now Los Angeles reported that Rye 51, a Dallas menswear brand founded in 2003, plans to open in that space at 30770 Russell Ranch Road. Founder Raja Ratan confirmed an early November 2026 target. Carrier had carried Rye 51's clothing for years. Ratan described the transition to What Now Los Angeles this way: "Carrier Menswear was a customer of Rye 51. We became friends with Bob Carrier, the owner, so it was a very friendly handoff of the space."
The same report says Carrier's entire team will stay on under the Rye 51 name. This will be the brand's first California store. Its others are in Texas, Oklahoma, Louisiana and Georgia, and it is known for made-to-measure suiting and a complimentary bar. Regular Carrier customers will see a new name over the door and the same people inside.
The second handoff is a bigger change in what the store sells. Tilly's left The Shoppes during summer 2026, and MINISO is listed for the former Tilly's space. What Now Los Angeles reported that MINISO had not given an opening timeline.

What Has Not Moved
The tenants that bring most people to the center have stayed. Target is still the anchor at 30740 Russell Ranch Road, and its store page shows the location operating. The current dining roster still includes In-N-Out, Figueroa Mountain Brewing, Los Agaves, Q Sushi, Board & Brew, A Tea Thing and TIFA Chocolate & Gelato, among others.
Ownership has been stable too. Selleck Development Group is the center's leasing contact, with an office in the center at 30770 Russell Ranch Road, Suite I. In June 2025, CommercialSearch reported that Selleck had secured $52 million in refinancing for the property from MetLife, replacing a 2015 loan from Morgan Stanley Bank. No renovation of the center has been announced. Every change listed above is one tenant replacing another inside the same physical center, with the same landlord in place over that period.
Getting There This Fall
The bigger disruption to a Shoppes errand this fall is on the drive there. The Las Virgenes-Triunfo Joint Powers Authority says urgent pipeline repair and installation for the Pure Water Project continues along Agoura Road between Lindero Canyon Road and Lakeview Canyon Road. During the week of October 12, crews were working near Knightsgate Road and moving west. According to the authority's construction page, the work should last about four to six months. It runs Monday through Friday, roughly 7 a.m. to 4 p.m., with temporary lane closures, traffic shifts, turn and parking restrictions, and flaggers. The page also notes that the schedule can change with weather and field conditions.
The same corridor has its own restaurant addition on the way. La Gita Kitchen and Focacceria is planned for the former StretchCoast unit at County Line Shopping Center, 4619 Lakeview Canyon Road. The Conejo Valley Guide reported a late-2026 target after the city approved offsite beer and wine sales on April 22. Farther east, Erewhon opened its first Ventura County store on August 26 at The Lakes, 2150 E. Thousand Oaks Blvd., as the Ventura County Star reported.
Back at The Shoppes, Rye 51 is the next date to watch, with its early November target in the former Carrier Menswear storefront. H&H Bagels and MINISO have no opening dates yet.
